Gwamnatin tarayya ta dakatar da bayar da dala miliyan 320 na Abacha da aka kwato ga talakawan Najeriya bisa wasu batutuwan da suka shafi fasaha.

Bayan dawo da kudaden da marigayi shugaban kasa Sani Abacha ya sace, gwamnatin shugaban kasa Muhammadu Buhari ta yi alkawarin raba wa matsugunan talakawa 302,000 da ke jihohi 19 a cikin watan Yuli, 2018.

Shugaban ya ce za a sanya kudaden da aka kwato a cikin tsarin musayar kudi (CCT) da ake nufi da “mafi talaucin ‘yan Najeriya”.

An amince da wannan tsari ne a lokacin da gwamnatin tarayyar Najeriya da gwamnatin kasar Switzerland suka rattaba hannu kan yarjejeniyar fahimtar juna a babban taron kungiyar Global Forum on Asset Recovery (GFAR) da aka gudanar a birnin Washington DC a shekarar 2017.

Yayin da yake magana da be jaridar TheCable a ranar Juma’a, Henry Ayede, mai magana da yawun shirin na CCT, ya ce an jinkirta biyan kudin kan wasu “batutuwan fasaha” wadanda tuni aka daidaita su.

“Ba a dakatar da bayar da kudaden ba. Mun biya na karshe a watan Agusta, 2021, kuma saboda wasu al’amurran fasaha, an jinkirta biyan,” inji shi.

“Amma an daidaita abubuwa yanzu, kuma nan da mako mai zuwa, za mu dawo da biyan. Hakanan a tabbata cewa za’a share duk wani cikas. Ba gaskiya ba ne cewa mun daina biyan kuɗi. An amince da wadannan kudade, kuma za mu biya su.

A ranar alhamis, kungiyar Africa Network for Environment and Economic Justice (ANEEJ) ta yi kira ga gwamnatin tarayya da ta sa baki a cikin “dakatar da biyan”.

David Ugolor, babban daraktan ANEEJ, a cikin wata sanarwa, ya ce  biyan dala miliyan 322.5 ya kai kashi 76 cikin 100 kuma daga watan Satumba na 2020 zuwa Yuni 2021, ba a biya wa talakawan da suka ci gajiyar tallafin ba saboda canjin shugabanci a ofishin musayar kudi na kasa da tsarin ƙarfafa tsarin”.

“Babban zagayowar biyan kudi na karshe shi ne Mayu/Yuni 2021. An kammala biyan da daidaita asusun a cikin jihohi 24 (Abia, Adamawa, Cross Rivers, FCT, Bayelsa, Borno, Gombe, Jigawa, Katsina, Bauchi, Kogi, Kwara, Niger, Ogun, Osun, Oyo, Lagos, Plateau, Anambra, Akwa Ibom, Delta, Ebonyi, Sokoto, Taraba. Tsakanin Yuli 2021 zuwa Disamba 2021, an kawar da koma baya da suka ci gajiyar bashin a shekarar da ta gabata (2020) a Benue, Nasarawa, Ekiti , Imo, Kaduna, Kano, Zamfara, Yobe da Rivers wadanda suka kasance a tsarin biyan kudi daban-daban,” in ji Ugolor.

Ugolor wanda kuma shi ne mai kiran kungiyoyin farar hula (CSOs) da ke sa ido kan yadda za a fitar da kudin da aka dawo da su, ya ce masu sa ido sun tabbatar da cewa a watan Mayu/Yuni 2021 jimillar mutane 1,632,206 da suka amfana a jihohi 33 ban da Edo, Enugu, Ondo da Kebbi a kan jadawalin biyan kuɗi.

Ya ce an biya jimillar gidaje 812,721 yayin da adadin wadanda ba a biya ba ya kai 819,485.

Ya ce adadin kudin da aka biya ya zuwa yanzu ya kai N8,528,950,000 wanda ke wakiltar kashi 76 cikin 100 na kudaden da aka dawo da su yayin da kudaden da har yanzu ba a bayar ba ya kai 2,329,020,000.

Jihohi hudu, in ji shi, sun samu matsala da ma’aikatansu na biyan kudi tun bayan biyan su na karshe a watan Disamba 2019 da aka warware “amma talakawan wadannan jihohin ba su samu wani albashi ba har zuwa yau (Maris 2022)”.

A cewarsa, wadannan jihohin sun hada da; Edo, Enugu, Ondo da Kebbi.

Ya kara da cewa an yi hasashen fitar da kudaden Abacha Loot zai kai ga samun ingantacciyar biyan kudi nan da watan Mayu/Yuni 2022, amma ANEEJ na fargabar cewa za a rasa wannan manufa idan ba a ci gaba da biyan ba.
